It's the fourth such election in 18 months. Polling stations opened at 7 a.m. local. First exit poll results will be announced after polls close at 8 p.m. and preliminary results are expected on Monday. Surveys ahead of the vote suggest that up to eight parties could muster the 4% threshold to enter a fragmented parliament where populist and pro-Russia groups could increase their representation. Many Bulgarians share pro-Russian sentiments, which provides a fertile soil for the aggressive Kremlin propaganda in the Balkan country.

JD.com founder Richard Liu has agreed to settle lawsuit from a former University of Minnesota student who alleges he raped her after a night of dinner and drinks in 2018. Attorneys for Richard Liu and the woman, Jingyao Liu, released a joint statement Saturday night saying the case was settled. They did not disclose a settlement amount, but said the incident resulted from a misunderstanding and they agreed to settle their differences. Richard Liu was arrested on suspicion of felony rape in August 2018. Prosecutors never filed charges, saying the case had “profound evidentiary problems.” He stepped down as JD.com’s CEO this year amid increased government scrutiny of China’s technology industry.

Rescuers have evacuated stunned survivors cut off by Hurricane Ian on Florida’s largest barrier island, and the state’s death toll has risen sharply amid recovery efforts. Hundreds of thousands of people are still sweltering without power in the state, days after Ian’s rampage from Florida to the Carolinas. Florida now has 47 confirmed deaths. Ian was one of the strongest U.S. hurricanes on record when the Category 4 monster smashed ashore at midweek. Many storm victims were left isolated with limited cellphone service and lacking basic amenities like water and power. As of Saturday night, nearly 1 million customers in Florida still had not had electricity restored.

Hurricane Orlene has rapidly strengthened as it swirls toward Mexico’s northwest Pacific coast, with a likely close brush with former prison islands being developed by the government as an ecotourism destination. After growing into a hurricane Saturday, Orlene quickly added power, and its maximum sustained winds were up to 110 mph by late Saturday. That is just below the threshold for a major, Category 3 storm. Forecasters say the storm will likely strengthen more Sunday, then begin weakening as its moves closer to land. Orlene is expected to pass near or over the former Mexican penal colony of Islas Marias on Monday morning and make landfall Monday evening in Sinaloa state, somewhere in the region around the resort city of Mazatlan.
